Doctor in International Economic Law from Duke University School of Law (1993). He also obtained a Master’s Degree in Corporate Law Studies (1990) at Duke University School of Law. He is a Bachelor and Licentiate in Law, as well as a Notary Public, from Universidad Autónoma de Centroamérica and Universidad de San José.
He obtained a Diploma in Political Economics at the University of Bonn, Germany, and a Diploma in Marketing at Universidad de Costa Rica. He was awarded scholarships from Fulbright (1989-1993), as well as from the Organization of American States (1991-1992) and Mellon Foundation (1990-1992).
Dr. Niehaus B. was the Costa Rican Ambassador to the Organization of American States (OAS) (2002-2004), where he held the office of Vice-President. He was an advisor to the Secretary General of the Organization of American States (2004-2005). He was the Minister of Tourism (2000-2002) and Vice-Minister of Foreign Affairs of Costa Rica (1998-2000). He has been a consultant to IADB, to the Government of El Salvador, and to numerous private tourism companies in Costa Rica, Panama, Nicaragua and El Salvador.
He was the Vice-President of Young Americas Business Trust (2003-2004). He is an arbitrator of the Costa Rican Chamber of Commerce and has been a member of the College of Lawyers of Costa Rica since 1992.
He has also been a member of the Board of Directors of the Center for Democracy in Costa Rica, and of Coopemontecillos. He is fluent in Spanish, English and German.
